The Tomball Downtown Specific Plan (DSP) is an important step in the implementation of the City’s 2010 Strategic Plan, Comprehensive Plan and Livable Centers Downtown Plan. The City Council has identified the downtown as a priority focus area for the next five years and identified the DSP as an important project to complete. The Comprehensive Plan provides the broad vision for the community and identified the importance of positioning downtown Tomball as an economic hub and community destination while preserving its historic character and neighborhoods. The DSP process will further define this vision by creating an effective planning tool and regulatory document that will be used to determine appropriate development and redevelopment within the downtown area.

The DSP will create a new downtown land use zone and zoning sub-districts for significant areas of the downtown core and will provide customized development standards and land use charts for each of the individual districts within the DSP zone. The DSP will be in a streamlined, user-friendly format, whereby, in one document, zoning, economic development, infrastructure, and architectural design parameters for the downtown will be contained.

The DSP effort will be led by the Engineering & Planning Department and the City’s consultant, Partners for Strategic Action, Inc. (PSA), and will engage community stakeholders throughout the planning process.
